DeACC has been awarded all three County Dog Control Program contracts for 2011, serving all of Delaware except for the City of Wilmington contract held by Delaware SPCA. Our ACO's (animal control officers) are available 24 hrs a day, 7 days a week throughout the entire state to investigate claims of animal abuse, neglect, and sheltering. Their powers are granted by the State of Delaware through Delaware Code, titles 3, 7, 9 and 11.

The KCSPCA currently maintains one satellite holding shelter in New Castle and one satellite holding/Adoption shelter in Sussex that houses some of the 3600 plus stray or “at-large” dogs rescued in those counties with an additional 13,000 plus state-wide dogs, cats, exotics and livestock being sheltered and cared for at our main complex in Camden, Kent County, Delaware. Dog control contracts only fund the care for stray or at-large dogs for their required state mandated hold-time of three days after rescue, and salaries for the ACOs and administrative personnel who investigate dog complaints and ensure compliance with the dog licensing and husbandry laws under DE Code Title 9. For the remaining hundreds of animals that pass through our doors (owner/custodian surrenders, those needing emergency housing, those that have been abused and those remaining held strays that have not been redeemed by their owners), the sheltering and care are provided by funds raised by our members through fund-raising events, our low-cost program services fees and your badly needed private donations.
